Starting from Joe Stalin’s writings on “The Nationalist Question” race has been exploited as a potentially disruptive issue to provoke dissent and confrontation on the road to revolution. It began the “land rights” issue in Australia, and the Māori issue is now being powerfully exploited in New Zealand.

The “Voice” referendum forms part of this strategy.
